You are correct. While infrared absorbing gases such as water vapour and CO2 do indeed contribute to the warming of the planet (in lessening amounts as the planet warms), they do not behave like the solid ceiling of a greenhouse. In that sense, the ‘greenhouse effect’ does not operate like a greenhouse. See here for more on this.
