No, that is incorrect.

Weather balloons do a far better job than ground-based thermometers, but satellites provide the most accurate global temperature readings - accurate to 0.1 degree C. In addition, satellite data covers the entire globe while vast areas have no surface data and weather balloons have very limited coverage and have short records.
